Heather Blicher

Heather is the Director of the Community College Consortium for Open Educational Resources (CCCOER), a regional node of Open Education Global (OEGlobal). Heather’s priority is to advance open education at community and technical colleges across North America by building community among members and supporting practitioners in developing and leading the next phase of open education innovation.
Heather has worked in public service and education for 20+ years. She started her open work in 2014 as the online learning librarian at Northern Virginia Community College. This is where she was first introduced to CCCOER through webinars and the community listserv. Since then, Heather has steadfastly continued in OER, developing a focus on the intersections between OER and diversity, equity, and inclusion. Most recently, Heather worked with Open Oregon Educational Resources as an equity consultant and instructional designer, collaborating with leadership and author teams to support the centering of equity in the Targeted Open Pathways Project.
Heather earned a Master of Science in Information and Library Science from Florida State University, is a Certified Professional in Accessibility Core Competencies (CPACC), and completed the Creative Commons Certificate program. Heather is a curriculum designer and presenter for the Association of College and Research Libraries’ (ACRL) OER and Affordability Roadshow, an alumni of the American Library Association’s Leadership Institute, and a recipient of ACRL’s Distance Learning Librarianship Award.
Heather is passionate about wildlife and animal advocacy, volunteering with TNR (trap, neuter, return) initiatives, fostering shelter animals, and telling funny animal stories at awkward moments in conversation.
