During the April 2023 meeting of the Network of Open Organisations, Neil Butcher from South Africa-based Neil Butcher Associates (NBA) presented their latest research on the effectiveness of OER policies. The “Researching the Effectiveness of Open Educational Resource (OER) Policies” report examines the effectiveness of national OER policies to date and whether these align with other mainstream government policy commitments and strategies. The Network of Open Organisations was formed in 2019 when UNESCO adopted the Recommendation on OER, which is the only standard-setting instrument on OER adopted by an IGO. The Network was initiated and is coordinated by Open Education Global with the primary objective of supporting the implementation of the UNESCO OER Recommendation. The Network is a community of organisations and leaders in open education, including Open Education Global, CCCOER-Open Education Global, OER Africa, Open Education Policy Hub-Lab, Creative Commons, Institute for the Study of Knowledge Management in Education (ISKME), ENCORE+, ICDEs Erasmus+ project, ICDE, ICDE OERAC, SPARC, SPARC Europe, eLC and ICORE, Centrum Cyfrowe, Wikimedia Foundation, MERLOT-SkillsCommons, representatives from HEIs, and also IGOs such as COL and UNESCO.
